The first shot is from the ingame cutscenes. The second shot is a (heavily compressed) photomode shot, when playing the game you will not be zoomed in that much on Drake's face so you won't notice it has less details.
This is nothing new, tricks like that have been used in games forever. It makes no sense to render everything at the highest details when you can't see them when playing.
