That's really really old. They confirmed that they were looking into a GTA game set in a Tokyo-esque city, but then came out and said their highways and road systems wouldn't be suited to the gameplay.

The difference between Dragoon's leak, and XXII's fake "leaks" is that Dragoon showed actual models and ingame images of all the content in GTAV itself.
XXII's shit is (refer to OP) really shoddy cel-shaded (to hide his crappy 3Ds max programming) models, copied models from other games, and other shit. There's even one shot he took that says the 'San Fierro' location as Hashbury. Hashbury was a location of San Fierro in San Andreas, and we know other than a few things (Vinewood, Francis International Airport, Grove St.) that NO locations featured in the 3D era made the jump to the HD era.
Was Portland, Staunton, Shoreside Vale from 3 in IV? No.
Was Ganton, Mullholland, and Verona from SA in V? No.
