It is. The open world design leads to a large number of small and simplistic areas compared to the first game's large floors which were each intricately laid out. The game also letting you choose which areas to visit also meant that each area available to you had to be balanced to be accessible to a party as soon as they could possibly reach it, and so the first areas you visit are challenging while the later areas are extremely easy as you've then outlevelled enemies and gained better equipment.
Many of the puzzles in 2 are rehashes of the first game's and others are ridiculously cryptic or foolish to the point of being obfuscating (such as gaining access to the pyramid; you have to complete an entirely unrelated magic rune puzzle in the mushroom boss area to get the staff, and then instead of putting the staff in the very conspicuous slot next to the door, you're supposed to shoot the door instead).
You can't even get half the golden key items until after finishing the game, by which point you have zero use for them. This means you have to just savescum each reward to see if it's worth getting.
Even the story is a massive step down from the first, with the entire thing being nothing more than "you guys washed up on my island, have a bunch of riddles to prove you're worthy of being my successor". And as I said, the final bosses in 2 are shit compared the one in 1, which was a mix of puzzle and combat. 2's final bosses were just really shitty enemies with adds.
It doesn't even really do anything to improve the core gameplay aside from add some more classes and environments. The only things I'd give it praise for are having fewer areas that you need to drop down pits to access and making wall switches more obvious so you don't need to waste time pixel hunting. And of course, the desert.

I should add that combat in Grimrock is largely defined by the single strategy of "strafe to not get hit and hit enemy in the sides when they move forwards". For this reason combat in Grimrock is simplistic and pathetically easy when facing single opponents or in small areas, and is at its best when in large open areas with many enemies at once, as you then need to be aware of your surroundings and prevent from being surrounded, which is where you're in the most danger. Grimrock 2 did absolutely nothing to change the combat functioning in this way but also completely failed to understand that the open encounters were the most interesting, and still relied on most areas being small and enclosed with few enemies. Combined with all the backtracking to get around in 2 and the respawning enemies (most of which were also taken straight from the first game), this made it feel even less engaging than the first game did.
This is of course alsowhy the desert is the single best part of Grimrock 2.
You might think that the first final boss would also be good for the reasons I've just given, but it's really not because it spends most of its time being invincible while you kill off its adds, and it only summons a few adds at a time which are rarely a threat. It's more tedious than anything else.

It was pretty fun, but the melee is shit, since it's literally only crowbar from Half-Life. Then there's the bugs and the fact that you have absolutely no idea what you're doing, but you're still progressing, somehow, eventually.

I played it so much that I came to the conclusion that parts of it were cut from the final product.
