It still may never see the light of day, or more realistically the final product won't be anything like the original vision.
Considering it's been 12 years since HL2, 10 years since Episode 1, and 9 years since Episode 2, they clearly haven't prioritized its development. That's a really bad sign, since Valve functions as a company that works individually on whatever it wants, whenever it wants, there could be certain parts of the game that were finished a long time ago, and certain parts of the game that haven't even left concept stage yet. Also take into consideration that with a decade of development comes staff issues. Half Life 1 and 2's lead writer literally left the company, meaning if the story isn't finished they will have someone else filling in the blanks. Not to mention there is no end of development in sight, for all we know there could be another 5 years of waiting before the game is finished. A 15 year long on and off development timeline is going to result in nothing more than a monstrous Frankenstein of outdated designs, contradictions, and general lack of cohesiveness.
If Half-Life 3 ever comes out, the only way it can be good is if Valve has NOT been working on it this whole time. Hopefully they just put in the shelf for 10 years and they only started working on it a couple years ago, and its full development lifespan is actually 3-5 years instead of 10-15 years.
