They don't feel comfortable with their abilities to pull off a new game or think the current market wouldn't be very receptive to it. Before you sell an IP there's theoretical future dollars that that IP might still pull in. Once you sell it it's typically gone all future earnings are reduced to 0. There's infinite money in the future and finite money now.

It's actually just opportunity cost. When a company spends even a small amount of time and resources trying to salvage some D-list property, they lose money that could have been made by doing something else. This applies to making games internally, outsourcing, and selling the IP outright.
