Steam keeps track of your offline played time. It didn't used to, but once they started doing refund shit it does. You could avoid this entirely (And even keep the game) if the game is DRM-free, but a lot of modern games on Steam aren't since they don't want you to do that and even for the non-malicious reasons of Steam integration (Achievements, leaderboards, cloud saves, etc).

Even if it had Steam DRM you could theoretically buy a game , go to offline mode, play it all you want, refund it via Steam on your phone/browser, and leave the Steam program in offline mode until the refund goes through. Valve still might notice whenever your account goes online that your playtime suddenly jumped from 0.3 hours to 300 hours, and they absolutely can ban you from future refunds (People have even gotten warnings for being goddamn idiots and buying tons of garbage and doing the 2 hour return multiple times a week) but IF they do is up in the air.

Or you could just pirate it normally if you're going to be a poorfag.

Here's what you do, i do this all the time and works for most of it

>Refund it immediately after downloading and playing once, say its shit or something
>go into game files in steam folder
>open the .exe
>checkmate
(do note that some games wont work doing that such as Garrys Mod)
