There's not actually that much difference.
They're both 2D games that hopped on the Minecraft bandwagon early, with very linear progression, have the problem of making exploration boring because as time goes on the player can travel through the air and through rock increasingly easily, have little variety in enemies making them powerful mainly through artificial difficulty, and give very little reason to actually build anything.

Starbound may be an incomplete game, but the modding support is one of the best.
Starbound is better, it isn't really debatable.
I love Terraria
Never played Starbound but since what I like in Terraria is actually cave exploration I think I wouldn't like it
