For the most part you drive at moderate speed at best in Mad Max as you are busy exploring the map for resources and sutff to do. The exception are the races and convoy chases, where cutting loose is very much required.

Mad Max is not a racing game. It just has races. There's a difference. Your opponents are not peers. They are not racers like you, they are not subject to the same rules. They are specifically developed to be a challenge for you. Beat them on those terms and you'll enjoy rubber banding games much more
The same guys that did Ace Combat Assault Horizon should do a combat racing game, using a similar idea to the Dog Fighting Mode gameplay mechanic. Not that I really like DFM much, but it can be expanded upon in a combat racing game.

wipeout is fast, but too floaty for the redline experience, and I say that as a wipeout fan. redline's more about mad skidding and tunnel vision. Rollcage is really a much better fit
