If you only use me as a metric, 50% of PC's are incapable of playing vidya, and 50% are high-end. You can see how it's already a flawed measurement because someone can own multiple machines, but isn't likely to have more than one capable of gaming.

Most PC fags, unironically, called it that this would happen; that new-gen consoles would deliver anywhere from 720p to 1080p at 30fps on average. Mainly due to the fact that previous gen consoles, which also promised 720p to 1080p, often ran games at much lower than 720p in order to hit the 30fps target and more often than not, grossly failed to even 30fps.
Its going to take PS4K and XB2 before consoles will finally be able to deliver 1080p90 (for VR) and 1080p60 for mainstream. Though I imagine that most developers who won't target VR, will eschew 1080p60 and aim for 1080p30 instead in order to push even more technical features, shader effects, and other rendering criteria.
The only people honestly surprised are people who predominantly play on consoles, and memetic thread openers like these.

You seem to be within the mindset that it is the console's power that determines what framerate or resolution the games run in. A common mistake. It is actually the developer's decision to push graphical effects in exchange for rendering resolution and framerate.
The PS4K, the PS8K and the PS50K could all very well still have games at 720p30 and 1080p30 as long as the developers choose to maintain their focus on the graphical effects.
