I'm not sure how the scaling works once luck hits 40 but:
Vig to 25-30
End to 25-30
Str/Dex - high enough to wield it, maybe a few more stats so you can have a decent backup
Att - 14 for two slots, 18 if you want 3
Then just pump either faith or int depending on which you want. Int might be better since CMW needs 30, but for faith I *think* blessed weapon stacks with sacred oath so that's something to keep in mind.

Also, 150 is too high for meta. I'm getting activity on my SL147 file, but it's far more active on my SL103.

What the fuck, why would it go so high? If anything it should be around 100, you have the stat rings to supplement builds unlike DaS1, and a lower SL makes for a more interesting build, if you want to use the huge weapons like BKGA you have to take a serious cost to your build.
Master of all builds are boring as shit, why not just make the meta 250 at that point.

I'd much rather have one character that's SL150+ that lets me switch between several styles of play inbetween invasions instead of playing the game 5 or more times to achieve the same effect.

The same as all lvl150 non-caster builds: 40 in all relevant stats and that's pretty much it. There's no reason to go any higher as damage scaling is insignificant.

Not really.
Most people only want a character to do one thing. most people just pump stats in dex or strength.
Also getting to those higher lvls is a pain without cheating, its much easier to get to lvl 100 and just to stop there without grinding.
Also you CAN make hybrid builds work at lvl 100, they simply just have to focused on a strategy and not try to take 2 things at once.
Pyromancy is a good example of this, since it takes both faith and int, and you can start getting a solid pyromancy build starting at the low 60s.
