If we go by results, Nash is the best character in the game, but that is probably because of Infiltration.
But Dhalsim, despite having a player like FChamp playing him, is yet to win a CPT tournament.
Dhalsim has major faults, his defense sucks so much ass that any minor momentum shift might spell the end for him. He has to stay on top for the whole match, because its not rare to see someone beat Dhalsim when landing the first hit against him only after taking 90% hp worth of damage.
But I disagree with anon nonetheless, his Low tier should have been integrated into his Mid tier, with Bison and Necalli moving up to Good.
And then he should have renamed the JUST tier to simply "Low" because its not like those characters are worthless or anything, they simply lack some options.
One character that I constantly argue that, while she has some very polarizing match-up, is being given way more credit than she deserves is Chun-Li. This character is yet to get any kind of meaningful result, just like Sim, her fault lies in her lack of ability to deal meterless damage, just like FANG. She needs her V-trigger to deal damage Karin can do normally, and Chun-li's V-trigger is worthless as a mix-up tool, it doesn't offer any new ways of opening the opponent up either, so most of the times, people just block her attacks and her v-trigger, which should be her primary comeback tool, does nothing.
While really strong characters like Ryu and Nash deserve to be on top because of their godlike amount of options, Chun should probably be at the same tier as Karin, Bison and Ken, she is good, but has faults.
I don't know about Guile yet, his damage is kind of mediocre, but he still looks good.

The few times I've seen him do that, the opponent was already sitting on pixels of health where that jab (or any other normal for that matter) will end the round. Also, there are reasons behind him mashing.
1) Proximity block. By mashing jab just outside of jab range, the opponent is locked into a blocked state where they're forced to either use a special with invincibility or attempt a trade with another light attack. Which in the situations I've seen, would be in Infiltration's favor as the trade would end the round.
2) Mind games. Losing a round like that puts most people on tilt guaranteeing victory going into the next round/set.
3) Low Risk/High Reward. In this particular situation, if the opponent attempts to push a button/trade or do anything else besides use an invincible special, Infiltration wins the round. If he is hit by a special, both players are back to playing the neutral game. Which, is still in Infiltration's favor seeing as how he outplayed his opponent heavily to get in this situation in the first place.

You can dismiss online play entirely if that makes you feel better, and I do agree online is not the same as offline, but it's silly to claim that playing well online has no value.
Good players do pretty well regardless of on or off line environment. Name one player who do well in offline (places decently in tourneys) that's just so bad online that he can't get past silver.
Most people who insist that "online means NOTHING" are just using that as an excuse for them not ranking high online. They are so nationalistically convinced that they're somehow good players and keep believing that they do well offline.

It's not that there arent footsies, its more that burst damage in this game is so high that doing sustained damage with normals and footsies isn't as rewarding. You can play really smart and safely the entire game and still lose because you didnt punish one jump-in after you gave them access to v-trigger. SFV is too momentum and damage based so most people dont work on their neutral game as much.

Yes, he has worse pokes than a character that can do many other things better than him. And the fireballs in the game right now are great, especially Chun's and Ryu's. Super fast. It's also safer to throw out an hadoken than it is to throw out Vega's awful f+HP. And slow fireballs fuck him up, too, like Nash.
