Now, for Witcher 3, I would recommend watching a synopsis of the stories of both Witcher 1 and Witcher 2 and reading the wiki summarizations of the Witcher books, not entirely needed as the game will slowly introduce to you the world of the Witcher and the people Geralt of Rivia cares about, but you will be basically lost during the first hours of the game.

If you had bought a good gaming PC last gen, you'd already be able to play both the Witcher 3 and Fallout 4 on it and have a better experience with both, and you never would have had to shell out the additional money now for the PS4. It's virtually guaranteed that all the consoles you've bought cost you more than a gaming PC would have over the years.
But hey, the real reason you're settling for an inferior experience is because consoles are just what you're used to and you don't want to be bothered putting together a PC, so do what works for you. Switched from console gaming to PC a year and a half ago and havnt looked back. Regret not doing it so much sooner, so much money I could have saved, had better experiences, all the great PC games I missed during their prime.
