I completely agree with you that 4 and 5 are mechanically superior to the earlier games: they've made great progress there
but the story and characters count for a fuckload for me, and in IV all I had were Dwayne and Brucie. I didn't even like Nico, IV was the first GTA where I genuinely didn't like the protagonist. Luis and Gay Tony were a great duo, thankfully, but IV in general just felt like a complete retread of SA with less likable characters.
I was especially disappointed with how they seemed to be setting up Michelle to be an undercover cop (all the furniture in her apartment was new, Nico even mentions it all still has pricetags on it, and she just keeps laughing nervously and brushing him off) but instead of doing anything with it she just suddenly stops being a thing.
SA felt sprawling, the girlfriend missions had amusing little arcs even if they were pretty much completely disconnected from the main story, everything just felt more purposeful and engaging to me. Dwayne vs Playboy X was the most engaged in IV that I ever felt, everything else just didn't work for me.
On top of all of that: there was the aesthetic: I fucking hated IV's violently desaturated EVERYTHING. Everything had a grey filter, everything looked washed out as fuck, it was a clear aesthetic choice but it did not fucking work for me at all.
VC had gradients and the 80's aesthetic, SA had a desert palette and a grainy look to go with their 90's bootleg aesthetic, and I get that IV took the early 2000's obsession with grit and realism's brown-and-bloom desaturation to its logical conclusion, but the fact remains: it was fucking depressing for me to play around in it.
I will say this: IV has my favouritecar handlingphysics of the entire 3D series.

GTAIV has nothing close to that. Not to mention SA's 3 different cities, wilderness, jets and tanks.

also the physics are really, really bad, GTA5 mostly fixed them
IV at the time took away too much stuff from SA for it to be better imo, but V's half-arsed attempt to bring some of it like stats back in a really shitty form pisses me off more than it not being there at all. V is shit.
