The restrictions in fallout aren't the graphics. Bethesda games point most of their power at managing hundreds of unique actors at once, each with their own AI and behavior and inventory etc etc etc

Everything behind the camera disappears/is not rendered, as far as objects go.
Thats why if you turn really fast you can see fallen/sleeping soldiers appear.

Also field of view is small, objects far away are low poly and the world is empty
