I wouldn't consider this a flop at all. 190K sales seems very good considering this is was only released in Japan and Asian regions with a game that barely had a budget.
The code is completely recycled, the volleyball is exactly the same, mini-games are recycled from DoAX2, animations are recycled from DoAX2, etc. They barely spent shit on this game and are going to continue forward.
The sales are 190,000 and each one of those customers are a potential for DLC where they scrap out costumes, take costumes from Dead or Alive 5 and sell them, and continue to earn money.
