It's even worse, because Vol'jin's idea of what the Horde should be is at least kinda relatable, but judging from the Alpha test, Sylvanas is doing things DIRECTLY against what the player character is trying to do.
Varian was starting to get some development through Mists, but it's all for nothing now that he's dead after doing nothing in Warlords.

Blizz has implied that they want to keep the Artifact system from here on out, since they can just design more skins. They haven't said anything concrete, obviously, since it's far too early to do that, and at the very LEAST, they've been more careful about announcing things in case they cut stuff later.
But right now skins turn artifacts into different weapon classes already. Fury warriors can turn their swords into axes, they actually introduced flail type weapons, and there's always transmog to use older weapon designs.
