You don't need 4k for a 28" unless you're so far sighted your nose needs to be in the screen, you're wasting processing power. Unless you intend to OC your processor the 6700 non-k is a really good option. I don't think your build necessitates a full tower either, I would personally suggest that you consider a smaller form factor since you don't have to sacrifice chipset features to do so.

And like it's been said before that RAM is pretty useless unless you're doing industrial computing. 16GB should suffice. I'd also suggest looking into hybrid drives, they're a combination of SSD and HDD which are a cost-effective middle ground for performance and capacity.

Get a 6700, non-k. When and if you want a storage upgrade the new Optane storage is going to be /up to/ 5x faster than SSDs. You will also be able to upgrade to Kaby Lake if you so desire. It'll run cooler and quieter too.
