Yes, it is. It won't surprise you horribly, but the atmosphere and gameplay are both super-fun.
You'll be playing the Imperial Navy in the campaign and they're a great intro-faction.
They'll put you up against every enemy they can throw at you, so you'll get to experience how they play different from you.

You only play as Imperial Navy in the campaign, so you can't pick any other faction for that.
As for entry level, there is no such thing really since you just pick whichever one you want and go with that.

Why the fuck are eldar so fucking broken? In Skirmish all you can do is use bombers because anything bigger than a Escort Ship will fuck you up (fucking ork ramming escorts are the worst) and when fighting as Eldar against other Eldar is game lost 90% of the time.
How long is the campaign?
I'm 10 turns in and it's starting to get pretty tight with the planets.

just started chaos faction after moving from the ork boyz
pretty much go for carrier spam, recon pods, that special shield ability that lets you take no damage for 3 seconds and slanneshe's favour
then auto use lightening strikes
as soon as the leldar are in range of your recon pod (stationary recon skill) your cariers should release
immediately then charge towards the biggest leldar ship, it will fire your phaser at you so make sure you have the invincibility shield skill up
as soon as you are in range use slanneshes special ability (cancels all enemy special skills in use and silences all special skills for 30 seconds)
the leldar ship is now stuck, go for rams and hope for the best
