Sure.
If you have any knowledge about how valve operates, taking so long is no evidence against it.
But that aside, neither are there any strong indications for it, only rumors and claims by "trustworthy sources".

Gabe newell confirmed that they were working on "ricochet 2" years ago, and it certainly was true at the time, but that is no assurance that they are still at it.

I don't think they'd shift their hat designers and steam coders to work on a game. They'd just hire a studio like they always do.

Valve doesn´t just hire, they absorb and integrate, every product they bought in the making was heavily reinforced by existing valve staff, and developed further than the initial scope.
