No It is much more micro intestive, your weapons have firing arcs, ( e.g. Imperial lances aka long- range laser cannons are forward facing, macrombatteries aka naval guns in space are side facing so you can broadside) so you have to manuever and turn your ships. Turning and high speed movement exhausts a power guage on that ship, but it letds you dodges slow moving projectiles- like torpedoes and high end cannon shels. You can damage subsystem. kinda like in EaW but you can send boarders via shuttles and teleporting. Ramming ships is a legitimate tactic. Nearly everthing is persistent and your ships can get upgrades and their crew gains skills over time for passive bonuses.

Pretty sure they were introduced much later, and it was spun as an expedition fleet. And the Forgeworld stuff was sort of their 'core' fleet in their homeworlds.
Then again I can't remember if the Armada expansion was set in the Ultramar Segmentum. I do recall it having some Ultramarines Battlebarge that had side facing Lances though.

Currently there's a prologue availible in the beta and from the looks of it you will assume the role of the Imperial Navy during the Gothic war, fighting against Chaos forces, Ork pirates and Eldar being dick-asses as usual. Since it's a very well established event in the lore I don't think we'll get to play anyone but Imperium.
The campaign will play out as you try to defend planets of the Gothic sector, every planet gives you some bonus, if you lose them you lose that bonus and your enemy gains an advantage of some kind. For example every planet that Orks capture will increase probability that they'll attack the next one.
