First it was because they had to invent some stupid easy job to hire people's girlfriends. Now it's because of the mandatory quotas, they have to find a "tech" job that doesn't actually involve any programming or any other real work except acting like an evil kindergarten teacher, so women naturally end up as community managers, HR harpies, and managers.
