Up until now, it's just been the same circuitry made smaller/more power efficient. There's something like a 10% power efficiency increase between PS4 model 1000 and 1200.
This is the first time it's actually had better graphics and processing power. PSP added memory with the 1000 to 2000 update but I don't think anything really made use of it outside of homebrew.

Because they're not just phones anymore, they're multipurpose communication tools which combined with tablets have surpased laptops as the most common form of mobile computing as we know it today. The average development cycle for apps does not last 3-6 years like with video games. Mobile devs don't make apps for phone specs that won't exist until 2-3 years from now.
Game consoles are not utility devices or tools, they're entertainment devices which are used for playing games and streaming media. Things like internet browsing are teatiary features at best. Spending hundreads of dollars on upgrading them makes little sense unless you're a performance nut in which case you would be on PC.
Even the small contigent of PC users who upgrade their GPUs often don't do so to try and future proof for games that are years from release. You don't drop $400 on a 980 because you're expecting it to run GTAVI or Witcher 4 at the highest settings 5 years from now. Meanwhile you have thousands of console owners who bought a non-NEO PS4 in anticipation of games people were talking about before the original PS4 even existed, like Kingdom Hearts 3, Final Fantasy and The Last Guardian.
The main selling points of consoles are ease of use, cost efficiency and longevity over having to worry about making sure your PC is up to date. Introducing a mobile-like replacement upgrades completely destroys half the point of buying a console, especially when the last generation conditioned everyone to expect their console to last 7-8 years without having to upgrade in order to get the best version on that platform.

I like the platform, triple A games get released on it regularly and I don't have to worry about having too much time on my hands.
To be brutally honest, kinda.
On one hand, I am happy they are doing this. There are a lot of games on the PS4 that have major issues with the framerate, and offering a more powerful version that has the potential of fixing a lot of the issues I have with it is a good thing (Especially with FFXV coming out with no PC port). This is a good thing for new purchasers who don't have to deal with the same shit we have been dealing with for the last 2 years.
On the other hand, this is something that should have been decided back when the PS4 first launched. I am not expecting games to run 60 FPS, but fucking 30 FPS lock with a lot of games having inconsistent drops and 20-25 in some areas is not excusable. I am seriously debating if I should go ahead and sell my PS4, since I get the feeling they are going to go down rapidly in price when the PS4K comes out and ebay becomes crowded with them.
Honestly, I have not used my PS4 much since I upgraded my PC back in June of last year and even before that I was a little weary of it due to poor game performance on a lot of stuff.

I've been more than happy with mine since I also play quite a lot of multiplats on it. And I've been especially happy these last months from all the releases it's getting and will get very shortly.
PS4K's release won't affect me in the slightest since all games will work on the original PS4 and those who thought they wouldn't are retarded to think a 40million units market would be abandoned in the middle of is momentum.
If my launch PS4 dies for some reason I will buy the latest model, but that's about it.
