Real talk I like this feature, it's done pretty well in Tom Clancys: Rainbow Six Siege. The only exception to the one shot is if you're using a silenced weapon way past its optimum range, instead of killing instantly it just downs you.

That's what I don't like about a lot of modern shooting games though. There's really no counterplay once the shooting starts.
And it basically eliminates all the other options from the game. You can pick a gun that you know is going to win every fight instantly or you can pick a gun that tells your team that you plan on losing before you even started.

Its not a meme its a fucking fact. Developers even acknowledge this. Enemies on the division have 50% more armor because of mouse aiming. Overwatch will be balanced differently between consoles and PCs because of mouse aiming. The skill ceiling on PC shooters is way higher because of it as well.
