For the single player mode of any fighting game, the AI usually reads your inputs at some point, fights in a manner that is in your favor, or fights with many unfair advantages so it's retarded to think that. Gitting gud is for Player vs. Player.

Just side step his fireball and then run in and punish. It also helps to cancel the sidestep so you can do it faster, Also it helps to know what character you are using.

Sidestep fireballs learn his moves, they are often unsafe. He's also not that fast. Keep away, sidestep his attacks, a lot of them don't track.
If you have even basic spacing(footsies if you play 2D) he's easy as fuck.
He also don't have any attacks less than i10, so you're obviously fuck up with your "safe" moves.

The single player A.I. in fighting games is some of the "cheapest" shit imaginable. I hate using that word, but it really does apply to this because the CPU will read all of your inputs and slap the shit out of you. If you press a button, they hit you with a move that beats yours. As soon as you hit jump, they blast your shit with an anti-air.
You can't really "get good" against that because the only time you win is when the A.I. lets you and/or you abuse its programming flaws.
