Pretty much, seems like at the start of the game your guy comes back from vietnam and his family/friends are the black mob, italian mafia pulls a power move and takes out the mob but you aren't killed, just injured.
Now you are taking them out.
Personally I think it looks great, looks like the most thought out Mafia game, still got the story, but now its actually got shit to do in its open world, like taking over businesses and shit, which is something I really enjoyed doing in the original Godfather game.

I didn't care too much for Mafia 2 and I don't have high hopes for 3. You could rob stores and sell stolen cars, but that was completely pointless since you lose all your money in 5 different points in the story, and all you could spend money on were the same guns that everybody drops anyways, and it was easier to just rob the gun stores.

I never played the first game, but the second one was decent. I imagine from the first game that it was the rise of the Italian mafia (but I have no idea), Mafia II was probably the pinnacle, and this game is about the fall of the mob. So that's cool, I guess.

I'd rather have mafia 3 be about italians but if I end up not even playing it I guarantee at the least significant reason for me not playing it will be 'because of the MC is black'. Mafia 2 had one of the most dead and static open worlds I've ever seen, I don't even think there was anything meaningful for the player to do outside of missions. They need to fix that.
