Anyway you could basically always make a 500-800 dollar PC that would last you entire console generations.
I had a 9800 gtx+, Phenom 2 x 2 (so dual core) and 4 gigs of ram and only upgraded at the end of last year.
Now I have a i7 4790k, r9 390 and 16 gigs of ram. I will not need to upgrade for the entire life cycle of the PS4 because my computer is more than 3 times as powerful as the PS4. I will be able to play games with AT LEAST the PS4's graphically fidelity it's entire life cycle, and if a PS5 comes out I will be able to play those games on medium to low.
People who think this shit is expensive are brain dead. Not to mention the insane deals you get on the games themselves on PC means you pay far less in the long run.

Dev's don't have to aim for a fucking frame rate you retard.
If a game doesn't work by counting with a frame, it can use whatever fucking frame rate it wants.
If you have a loop that says
deltaTime += 1
You get slowdown whenever you don't reach xxx frame target or speed up whenever you pass it.
If however you say
deltaTime += timeSinceLastFrame
You can have the game run at ANY frame rate and behave the same, because you are using the time since the last frame to do calculations and not the fucking rate at which a loop updates
Another mistake would be to not use delta time in a fixed time step, IE a function you KNOW will be called 30 or 60 times per second regardless of frame rate. That means if you ever want to change this fixed step, you have to change all the logic. This is why they consider it "too much work" to change the frame rate sometimes when porting things to PC.
So PC's are better because you can theoretically run well programmed games at any frame rate you want. CSGO for example doesn't need to be upgraded to 90 fps, it can run at any arbitrary FPS.
