This is just my interpretation, but it seems like a lot of those successful earlier character designs practiced economy of detail out of necessity. It needed to be obvious who the character was when they were shrunk down to an NES or MSX sprite, and even before video games, there was 2D animation which calls for designs that are easily readable and possible for the artist to interpret in 3 dimensions
With CG animation and more complex in-game graphics, the developers and artists are free to design without the necessity of these limitations even though they ultimately produced better designs

On a more serious note, if we're talking modern games, I'd have to say Edmund Mc Millen (Isaac from BoA is easily recognizable and memorable - good design),or that chick from Crypt of the Necrodancer mentioned earlier.
Overall, I have to admit that most developers - western or eastern - suck at making good character designs, and mostly produce overly intricate yet extremely forgettable and interchangeable models
