Because before MvC there were a bunch of smaller fighting games made using the Marvel license by Capcom. They originally started off with just SF vs. X-men and it evolved over time to include more characters extending beyond those franchises. In short, MvC2 has that many SF and X-men characters because they just recycled the assets and sprites, which is why some of them look weird as shit like Black Heart.

Did your average person at the time know who Marrow was?

It seems like it would have worked better to include a wider range from more franchises. Spider-Man wasn't unpopular and the whole franchise had only two characters. I can kind of understand franchises like FF getting one, though.

Marvel wasn't really doing well in the 90s, and even went Bankrupt in 96. X-men were their bread and butter though, so we got Children of the Atom and X-Men vs. Street Fighter, which bloated the roster. Their other properties weren't doing so how, but in regards to Spider-Man, who was still popular then, I guess since he was just a solo guy all they really thought was appropriate was him and Venom.

But regarding picks like Marrow Capcom evidently had some leeway regarding choosing some of Marvel characters, so they may have wanted to add in Marrow because they thought her powers were interesting. Alternatively, Marrow was being pushed at the time in the X-Books, so Marvel may have thought she could have become popular.

Because original game - the one that let you play 2v2 - was called X-Men vs Street Fighter. So they had some sprites that could be reused. Plus, less time to design.

Characters like Marrow and Cable have always been part of a push, their inclusion is meant to bolster their popularity.

In fact there are very few characters who are popular in of themselves without exposure through cameos and appearances in other things.
