I think that all a character design needs to do is communicate information and make a character identifiable.
In these regards, Elphelt's design is god tier. One look tells you just what she's about and her silhouette and colour scheme are really easy to identify out of context.

The industry is deteriorating. Garbage like SAO is massively popular. Self-insert harem bullshit with bland MCs. Yes the Golden Era also had haremshit, but Tenchi Muyo, Love Hina, and Ranma 1/2 were at least unique rather than formulaic fap of the season garbage.
Even when you compare DB/DBZ to Super you see a massive drop in storytelling and animation quality.
This same paradigm is also reflected in GG. Where BB was meant to parody and embody the nonsensical harem waifu shit, GG was always the classic, gritty, heavy metal style of 90s anime with less saturated colors, and more angulated designs. Now it's just WOOOOOOOOOAH, SO OVER THE TOP AND WACKY, HERE, HAVE THIS NEW WAIFU. It basically became indistinguishable from BB is style. And this is from someone who likes BB btw. I appreciate it for what it is, but I don't like the design shift GG underwent. Even the music packs less of a kick. It went from metal riffs inspired by Toshi and the Nighthawks, to a blander, and trying-too-hard hard rock that's more resembling to early Nickelback albums.
The best of GG was AC+, pity Xrd shifted its style to be more accessible, because it lost its soul in the process, and not having Ishiwatari do the art and designs was a HUGE huge mistake. GG is his baby.
