That doesn't sound right. I play at 1080p with similar settings (replace 3930 with a 3570k at 4.6 ghz) and I get 45-60 fps with the settings geforce experience recommends.
i have 8 gb ram 970 i5 and steady 60 fps, do have 20 side programms running or what the fuck is wrong with your pc.

Some areas I get rock solid 60 at 1080p with everything maxed (except SSAO DOF and motion blur). Other areas I barely keep above 30 with everything on low (fuck Irythyll).
Basically, it's a shit port. I don't know how they fucked it up, there's nothing complex even going on visually, it's basically Dark Souls 1 with more polys, Bloodborne's cloth physics and some particle effects.

Everything is on Max/High and rocking a solid 60 fps everywhere even with Shadowplay which supposedly eats some frames, so I know I could be well above.
Something's wrong OP, I know plenty of people with the same GPU and worse everything else who can run it maxed no problem. Try the 359.06 drivers from last December, I'm still using those since I never bother updating unless it's absolutely mandatory for a game and you should do the same.

I can't speak for DSII, but the first was exactly the same. Solid frame rates with sudden drops in some areas or if you look in the wrong direction.
And I doubt this is a PC exclusive issue. All of the Souls I've played on console have been just as shoddy on the technical side of things. Only difference I'm guessing is that PCs will drop from 60 to 20 whilst consoles drop from 25 to 15 fps.

You're using a hexcore piece of shit CPU that's bottlenecking your computer. Having i7 slapped on a cpu doesn't make it any better, and a lot of times when it comes to gaming performance, they're weaker than i5s. Hexcores are always trash for games since most are not optimized to utilize them, so you basically have 2-4 weaker cores that the game is utilizing.

Highly doubtful. Hexcores was a market that exploded and then imploded nearly as fast because of the limitations for various problem areas like hyperthreading support, turboboost, cache, etc. While they're slightly better now, no one is willing to put time and effort into optimizing games for use with hexcores, even AAA studios.
I assume you upgraded to the 970, but like a lot of /v/ didn't realize that the video card is not the end all for the PC. Unfortunately the 2011 socket is dead in the water and you'd need to get a new mobo and CPU to really get any upgrade potential. Good news is your RAM and GPU will be compatible with just about anything you buy.

You did something wrong, anon. My settings are nowhere close to high but I'm getting 55-60 FPS in almost every area sans a few (the opening area, for example, tanks it to 44) on my 4770k with my several years old, non-boost, non-OC'd HD7950.
