It came out on those platforms way later. Everyone who wanted to play it probably didn't expect it to be ported to platforms other than PC or Nintendo systems, the original platforms. So, they bought the game on PC.
Hell, I didn't even know it was on the Vita or PS3 until I looked at the charts.

Because Nintendo picked up a lot of the marketing for Shovel Knight and gave them a huge window on their Treehouse segments at E3 and Comic-Con. I assume this was a quid pro quo because they were developing the game exclusively for their consoles and PC only at the time.

Not really. Looking back at all the games released over the past 4 years, I can't say I'm exactly disappointed. W101, Bayonetta 2, Smash 4, MK8, Tropical Freeze, Hyrule Warriors, Xenoblade Chronicles X... there are more good games on the Wii U than have been released on any other platform in the same timeframe
And this is coming from someone who spends thousands of hours playing PC games. I'm 100% glad I picked up the Wii U. It was a great return to form after the Wii, and I even got to play the Wii games I missed because it has actual backwards compatibility.
