When vanilla came out it happened a lot because no one knew the game even had a romance system, literally all you have to do is talk to the person you like the most and give them gifts, although I think certain sidequests lock you into a beloved.

It's the last person you talk to with full affinity before completing the Salvation quest, so a lot of people got Fornuval or the Innkeeper because they had high/max affinity with them from trading. Also, people didn't know that would happen and didn't max anyone's affinity, so they took who they could.
They fixed it in Dark Arisen, though.
