I know it should be in the undead settlement, but I feel like I've explored everything there.

From the bonfire near the start go through the house to the bonfire, go right across the bridge then go right along the ledge rather than through the buildings to the firebomb throwers. There's a bunch of Thralls then you can drop down and jump into the cage but only before you kill the tree boss.
