Romans had armour like that for numerous reasons, the ones that immediately come to mind are:
- they hail from Italy and conquered the entire Mediterranean area, which is a place with a much hotter climate. If they went around in all-covering armour, it would've cooked them alive.
- less armour means less weight to carry, means the soldiers can march further. Back then, armies marched on foot (or on ships, but that only worked on the sea or around large rivers).
- they had a gigantic standing army for the time, so armouring them cost a lot and they didn't have infinite sources of metal either.
- their armour still covered the most essential parts of the body, and were well balanced in that regard. Think of it: there is nothing to weigh down your arms that you do most fighting and defending with, and if they happen to hack off your arm you can still fight back (or at least survive), while if they stab you in the chest then you'll most likely die on the spot.

It also depends on what the setting is, most fantasy stuff takes place in hotter climates, so it makes sense to only wear pants there. But stories set in colder areas have the people wearing more animal skin for protection against the elements.
The point is that it isn't all sexualized, but there is a huge element of practicality in their outfits. And they all look fucking buff because they are rogues who most of the time either fight shit for a living, or at the minimum live off the wildlife (hunting for food, etc). All of that requires a lot of physical strength, hence why all of them are muscular.
