It's because the gameplay is the same 90% of the playtime for 90% of the games in the genre.

My first one was vandal hearts for ps1, which had an interesting story I guess, and nice bloody effects. I tried tactics at the time but found it boring at first. Then my friend slapped me back to reality and showed me it was amazing. I got hooked. It's still the best srpg.
Disgaea was fun for the story and while there is some basic tactical positioning element it's all fairly simple.
Advance wars was also a good time, and has a lot of personality for a srpg.

Talking Fire Emblem, if you get shit level ups on a character they become more likely to die, making you either reset if you are a perfectionist or collapsing your line which can lead to unneeded injuries and deaths
Other games like FFT don't have random level ups, but really obfuscated ones that may as well be random
