I wouldn't say Payday 2's faults lie with Overkill Studios, they're mostly the fault of Starbreeze. Keep in mind that one of the lead devs, the same one that voiced Wolf, left Overkill because of how Starbreeze was managing PD2 and has now started his own studio with a new team.
As for the topic at hand, anything by Rockstar Games. GTA is probably my favorite gaming franchise of all time, but the Houser brothers are scum.

No, it doesn't. You can set GameMaker to run at any desired FPS. They just fucked up at the beginning of the developpement cycle and never bothered to fix it.

An incredibly easy fix. Add 2 more frames worth of delay for every frame. Problem solved.
