You assume too much.
I had problems with PCSX2 stuttering for years and just kinda wrote it off. Then one day I actually bothered to sit down and debug it, and discovered that it was due to storing my ISOs on a Caviar Green. PCSX2 only caches very small amounts of information at a time, and often doesn't need to grab more data for 8-10 seconds which is just long enough to trigger eco-friendly platter drives to park their heads. The stutters were the 500ms it takes for the disk to unpark.
Not saying PCSX2 doesn't have tons of problems with tons of games, but sometimes the problem really can just be something on your end you don't realize.
