When you don't have enough mana left for another Fire 2.
From full mana you can cast 3 fire2's before flaring. Then you can use conversion if you don't need it for an upcoming boss. Almost always use swiftcast when available, the cd is so quick there's no point in saving it.
Then you transpose, cast fire3 then you should have enough mana for 2 fire2's before you flare again.
