i currently have a GTX 660 Ti and want to upgrade.
is a GTX980/980Ti worth it or should i just roll with a GTX970 instead which is still quite expensive but way cheaper than the aforementioned cards

i just want to play on 1080p
get a 970 and overclock it. you won't be able to hit 3.5gb with a decent framerate on that card anyway so dont worry about the vram.
AMD cards are also outperforming nvidia on dx12 games if you want to consider that. There aren't really any dx12 games at the moment though.

Buying Maxwell now seems like a bad idea, especially with the really wonky DX12 performance.
If you absolutely insist on getting a new GPU right this instant I would urge you to at least consider a 390/390x.
While I've been pretty happy with my 970 for the past year and a half it's not really a good investment now.
