Total War. It gives you an intro into managing empires in a very simplified manner. Medieval 2 is possibly the best for this. Or Atilla.
Then go for EU3 or 4. Probably EU3 cos you can get the chronicles edition pretty cheap.
Civilization is as babby as it gets.

Civ V with all its expansions. Start with Tall civs, meaning the ones that are geared towards having less cities (usually 4 max), but which in turn are more powerful. Less cities naturally means that they're much easier for beginners to manage. Play on Prince difficulty, no bonuses to you or AI.
