How does Sonic know where to find the Chaos Emeralds each time? Why do they coincidentally just happen to gather near where he's at when they're supposed to scatter after being used?

Sonic 2 for the master system / Game Gear had him find the emeralds himself. Tails was captured by robotnik at the time and the emeralds were just hidden in the second acts of each level, no special stages.

Chaos and Shadow are beings attuned to the Chaos Emeralds, they know how to find them in Adventure, Adventure 2 and Shadow.
Sonic gathered the Emeralds unseen in other cases. Also for that DEEP lore in Sonic 3 & K if you're near a warp ring Sonic's icon will start glowing, so it's reasonable to assume like Shadow he and Knuckles and whoever else can also sense Chaos energy.
