xenoblade x, there is no load time unless you count fast travels.
In virtua fighter 5 (maybe the games before it, but I haven't played those) when you block a move, you character doesn't just hold his hands up and takes it, he actually dodges the punch/kick.
I think that makes the fights look nice and smooth.

Little things like sounds, weight of the character, overall responsive physic giving the impression of controlling paper.
The direct response of momvents + right click lock allowing the move camera at the speed you want and bam.
Also playing rogue with a Global cooldown at 0,5 and you have one of the best rogue ever designedrip
Other MMOs tried to be better by adding weight and impact to the experience, but in the end, that smoothness is all that matters. They should have improve that swiftness experience in more MMOs.

Basically all the 2d ones after and including SotN are a safe bet.
You can cancel animations with other animations for lots of fast movement and attacks, so be sure to experiment some.
