Are there any outfits entirely without hoods in this game?
Because otherwise I've no desire to get it.

All of them. In this one, when you go into "stealth mode"(crouching), you put the hood on.

OP, try Assasin's Creed Rogue. Most of the costumes have no hood since you play as a Templar.
I personally really enjoyed AC: Rogue, check it out

I recommend Rogue as well. Syndicate's combat is terrible, and 90% of Jacob's outfits come with quirky tophats.

The Huntsman outfit, which is a uplay/Gold Edition exclusive. Doing the murder mysteries with it on is top drawer

I'm playing through Rogue right now, and even in the Templar outfit, he still puts on the hood when in a red area.
Pretty sure the only AC protag who never wears a hood even in stealth mode is Aveline. Well and Haytham.
Though in Black Flag and Unity (maybe Rogue too, not sure) there are outfits that don't have a hood.
