You can still kind of do that by going into settlement building and scavenging. Also, while there are way too many essential characters, there's still a lot of quite a few people to kill to be able make up some sort of dark, evil character though the game does not really acknowledge that you're a dick. Really, i found playing through it, the easiest way to role-play is to just really put no stock in anything anyone is saying except for your own head-cannon and once you've reached a max with that, start a new character though there still isn't much you can do beyond that without playing the main quest.

These are all DECISIONS chosen for you. You didn't get to choose to get stuck in the vault all your childhood in 3 but at the very least you can be a little prick about it if you want. Your character in 4 chooses all that shit for you.
You'd have to make loop after loop of actual bullshit backstory that goes against anything you're told if you wanted to be gay or evil or psychotic or a rocket scientist loner whackjob or anything other than an actual suburban dad guy (or suburban mom).
There's always going to be some level of "these things happened to you character" but there's a wife fucking gap between basically every other Fallout and this one. The Courier's story is entirely decided by dialog or perks that affect dialogue like Cherchez La Femme. The most that is directly told to you is by Ulysses, who wasn't even in a position to know you at the time and who's story has a large amount of plausible deniability.
The Sole Survivor's entire story is handed to you the second you start a new game. Not only does it fail in it's purpose to make you connect and sympathize with the player (because you know these people for all of five minutes before they disappear), but it's also a huge waste of time and a massive undermine of roleplaying. And with Bethesda games (NV included), any scripted sequence runs the risk of breaking the entire fucking game, and this one is fairly complex, so there's that.
The game should have started with the player waking up in Vault 111, and that's where the game should have begun.
I hope they port Racemenu from Skyrim to Fallout 4 somehow. Vanilla FO4's character creation is so fucking clumsy I don't know how anyone can stand to make waifus at this point in time.

I feel like they could have kept the Leviathans, and then followed the simple 'organics are destroyed by their synthetic creations' subplot and incorporated endings dealing with trying to find peace between organics and synthetics or destroying all synthetics in the Galaxy.
