I have no sources to provide, but they once said years ago that they'll work on Warcraft 4 once the story of WoW is done. Now, it depends on whether ActiBlizzard will stay true to their words. For all we know, once WoW ends, WoW 2 or a spiritual successor will be their next project. And even if they do work on Warcraft 4, who's to say it will be an RTS? Remember, before WCIII became an RTS it was supposed to be a "Role-Playing Strategy" where you command a party of heroes who have some control over a few troops. The next Warcraft could be just that, or a Might & Magic clone.
Also, you bet your ass they'll either intentionally release a weak ass Editor, or have you sign some agreements that force you to agree that all that you do is ActiBlizz's property, in case you want to make another DotA or make some shekels

For me, the only way to make W4 is like, millenia after WoW. Like, every main character is dead (excpet maybe immortals / long living ones. The tree of eternity seemed to be slowily regenerating at the end of RoC).
Maybe some undead, like the bolvar lich king frozen and sealed all this time gets unleashed. But all in all, just start the characters from the scratch.
