Why hasn't Nintendo made a Zelda turn-based RPG yet?

Because turn-based combat is shit.
I really have no idea why they haven't super-whored Fire Emblem out yet. They're only on mega-whore, making three versions of one game with a bunch of shared assets, selling map packs for $20 and campaigns for $20.
No way they'd make a "Moblins vs Knights" game, yet. They still haven't made my "Nameless Rank and File Soldier Mode" for Fire Emblem.

Because they already have a bunch of franchises that are turn-based, whether it's strategy games like Nintendo Wars(except for the Gamecube and Wii entries), or SRPGs like Fire Emblem, or more pure JRPG titles like MOTHER or Glory of Heracles which crib Dragon Quest pretty heavily.
Mario transitioned well to turn-based RPGs because his franchise was extremely unique.
Zelda would look like any fantasy JRPG.

Zelda RPG could be pretty cool.

Zelda isn't nearly as versatile as Mario.
A Link Between Worlds really is for all intents and purposes a Zelda spinoff. Not that I think it's somehow intrinsically less of a game because it's on a handheld/2D, but it clearly doesn't have the same amount of years of effort that something like TP, WW, SS and the new game have.
And whether you agree or disagree with the above Triforce Heroes is DEFINITELY a spinoff.
