Not him, but I'll try and clarify his point:

Your opinion assumes a naive world. It assumes that developers have no deadlines handed down to them from publishers. This is blatantly and demonstrably false.
From that perspective, sidequests can easily be viewed as "cut content" to an extent, because they require dedication and man-hours that could otherwise be focused on the core game.

This is only true to an extent, however. Because anyone who's worked on a team can tell you there's a saturation point where adding new manpower is more detrimental than it is helpful. At this point, and only at this point, if there is budget for it, the extra manpower should be dedicated to fleshing out the lore, backstory, world, etc. of the game via sidequests.
Note that the above is not necessarily my opinion, but the one I thought he was driving at with his shitty analogies. I dislike sidequests because they near-OCD. I hate when my questlog has incomplete shit on it.
