Why are you assuming the developers don't think these women are beautiful? Just take a game like Skyrim. Every single woman in the game has the same hourglass figure and just three face varieties. Clearly the developers made the girls look like what they think is beautiful. And they didn't add ugly girls to make their version of beautiful stand out (unless you count hagravens).
The problem isn't specifically about how the girls look. Its about how most women in western games look the same. And you could have a game where every woman looks like Jennifer Lawrence. But then there's no 'ugly' girl to make the hundreds of Jennifer Lawrence clones look beautiful. So it just makes all the Jennifer Lawrence clones look cookie cutter and bland.

Also, many people who do live painful lives use video games as an escape. And some of these people would rather have a bright, cheerful game than a bunch of screaming, drama and fighting.
