I wouldn't have any problem if it were considered canon. Revengeance is an excellent Coming-Of-Age story for Raiden. Even as an adult, Raiden never really became a man during the main series. He was always that child soldier in Liberia, even after he became a cyborg. In Raiden's case, you can take the kid out of the jungle but you can't take the jungle out of the kid.
Raiden's conflict with Desperado led him to finally arrive at the point Solid Snake had reached after the Shadow Moses Incident. He realized that he couldn't just walk away from his problems, and that no matter what he did he could never escape from his past. He had to come to terms with what he was, is, and always would be. Armstrong's idealisms resonated with him because he finally understood that changing the world can't be done passively or peacefully. By hiding and running from his nature he allowed other misguided individuals to shoulder his burden for him.
I find it fitting that Raiden didn't become a man until after he became a post-human. As a flesh and blood human he could never detach from what he was as a child. As a cyborg he grew in ways that would have been impossible for him before that point. He finally recognizes his own personal power only after he becomes capable of super-human feats.
