Even though it's kinda bullshit for "haha i removed order so i can sorta just become god now" to happen, I think a big part of what makes Kefka cool here is that he's still Kefka down to the last moment. He doesn't give in to some even higher teir boss or something, he plays around with your party before the fight, makes puns during the fight, and even has his little "dreams" speech.
There's nothing "so deep" to it. Kefka is so shallow that even being a god doesn't stop him from being Kefka.

Sephiroth was just a solider who was heralded too high. The legend of him proceeds him significantly, and it caused him to raise in ranks faster than he could handle. He was too focused on just getting the assignment done to worry about details, because he couldn't allow an assignment to fail.
By the way, I can't remember; Did anyone even know Sephiroth died? Do we even SEE Sephiroth, EVER, in FF7? (The Zach flashback where Cloud forgot which soldier he was was nothing more than nostalgia and Cloud's image of who Sephiroth was and wasn't a literal flashback of how Sephiroth behaved).
